Could be the inverter if all the LEDs went out at once. Try shining a flashlight into the panel, will probably have to be pretty close if not touching the TV. Your phone is stuck in a bootloop and something is causing it to be in a bootloop. I would start with replacing the battery, sometimes even overcharging a battery can cause this.
