are the spots on the inside of the lens
Clean the lens with a lens cleaner and soft cloth. If that doesn’t help. There is something inside the lens that is causing the spots. It is possible that the lens has dust inside of it. This would account for the spots if they were in the same spot in each picture.
I’m told it’s a fungal growth inside the lens and will only get bigger. I’m awaiting a reply from Panansonic.
