I have very tiny red and green speckled flashing all over my screen.When black background it is very noticeable.What is wrong wit it?

Hi I think you have some stuck pixels! I had the same problem with you. I’ve Google this and found several solutions such as reboot the iPad, run iPad in Recovery Mode, reset iPad to factory settings, using 3rd-party tools (FoneGeek iOS System Recovery) and go to Apple store to replace the screen.
