I have an Emerson ECR1350 from 1990, and it has been stored in the garage of my beach house for a few years now. I pulled it out and it worked, except 8th of the TV is just black with some horizontal white lines on the bottom of the black part
The vertical circuit is in need of repair. The vertical IC may be the problem or a couple of capacitors in the vertical circuit need to be replaced or both. In any case, the parts cost for this should be around $25 along with the local repair labor rate. This is a common problem and anyone that has done CRT based TV repair should have the parts in stock.
