Chosen Solution
As you can see from the image below, the phone is fully charged but does not boot automatically. Normally the phone should boot straight away once it gets enough charge. But for this case, no. I have to press the power button to turn it on.

Is this a iPhone SE? I’ve not seen that screen before and it looks like it may be on iOS 13. Might be normal apple might have changed something to make it not auto-turn on until you unplug the charger and power on the phone.
It’s iPhone 5s running iOS 12.4.3.
