washing machine fills the tub with clean water when it’s off. At a loss here. The water is clean. It’s not coming from the drain hose; it’s elevated correctly. Brand new inlet valves and supply lines. Pressure is fine. What’s going on? Update (05/27/2020) Per the question, the pressure is fine. Its much higher than it would need to be (20 psi) for the valves to operate correctly. Like I said, the inlet valves are new. So are supply lines. I was, however, able to confirm that the new hot water inlet came defective. I removed the soap dispenser and dried out the inside. Steady stream of water coming in from the hot water inlet valve. Getting a replacement
Most of the time this is caused by low water pressure. It can also be a defective water inlet valve.
