Why Doesn T The Dvd Play Discs Magnavox Dvd Player

When disc is put in DVD on top right there are lines pulsating around icon of disc. Does not permit play.

My disc player does not play the disc my disc player does not play the disk it keeps saying playback feature may not be available on this disc not true

How do u fix my DVD player when I put a DVD in it it says stop
