It powers on, but when it comes to the image coming on the tv, it doesn’t pop up but you can tell it’s working because when you cut it off you can see on the tv that it cuts off.
Have you tried cleaning out the cartridge insert slot with canned air? A bad connection (dust and dirt blocking the pins) between the pins and the cartridge can cause the system to not show any video.
