in cellular data there is an ( use cellular data for) and below this we can turn on and off data for specific apps,program. in my phone there isn’t option to use cellular data for facebook and other apps which i have installed.few month ago my phone was disable and my software degrade from ios 11 to 10.3.3
Try Settings –> General –> Reset –> Reset Network Settings.
