Hi guys, I have had 36 clients approach me with the same problem. I saw no drop damage. Some are even so careful that I believe their iPad mini 2 and 3 never even witnessed a drop let alone a scratch. Bottom line is, I had to replace all their screen, the one underneath the touch glass. SO far none of the clients returned to me for complaints. I believe this is a hardware issue, a design flaw from Apple’s part. I also believe mini’s are plague’d with this white line problem.
I had this happen to my gen1 ipad many years ago. I took a chance and bought a no longer charging ipad gen1 that appeared to have a good screen on ebay. When I replaced the display the issue was fully resolved. I believe it is just the screen going bad sadly.

I also have this on my iPad Mini 2. I have had this iPad for two year now and it had just begun doing this last month. I think I should just get a new one.
I have found that putting the brightness on maximum reduces the chances of this happening. Sometimes I need to turn the screen off and on a few times.
I got rid of mine by having the “battery replaced” by Apple at the Apple Store. In this “repair” the whole device gets replaced with a new device. It solved a bunch of my problems, including a stuck Home button.
