my phone fall in water and is off but flashing a red light
That is kind of a strange issue. That may be the infared sensor but infared is not visible to the human eye. There may be an issue with the sensor under the glass you might want to check for water damage.
The cause of this is actually the proximity sensor. In certain low light conditions it is possible to see h this light. As a matter of fact I can actually see my proximity sensor right now. This is nothing to worry about and is a completely normal thing to happen.
