Why Is It Making A Popping Sound And Wont Turn On Nintendo 3Ds

My sons 3DS is fully charged but when he tries to turn it on, the light turns blue - stays on for 3-4 seconds then makes a popping sound, something flashes super quick on screen and it turns off. What is wrong and can it be fixed?
