Could it be because of grass buildup underneath?
Make sure the drive belt is present and correctly mounted. Without the belt, the blades won’t turn. Also, make sure nothing is caught in the blade mechanism. For example, if you mow over a piece of wire, the wire might get all tangled up in the blade mechanism, preventing the blades from spinning.
