My laptop is not charging even the charging light is not turning on without a charged battery or @ 0% (even as a desktop) ,however even if the battery is charged and the powerpack is plugged in ,the battery percentage still falls ,though the charging light is on and the battery icon on task bar shows that the powerpack is plugged in.

Start off by replacing the battery. That will give you at least a known-well starting point should further troubleshooting become necessary.
