It will fill up, start to wash and then skip to the drain cycle no matter what setting I use.
The timing of the cycles is a function of the control. Sensors may alter this timing. If there is water in proper water level in the tub when it starts washing, then I would suspect the control board. If not, it may be reacting to insufficient water which would point to the water level sensor.
