My Touch Bar went completely black and I did a few resets to try to fix it. After resetting PRAM/NVRAM by shutting off the laptop, holding control, option, P, and R, I was able to get the Touch Bar to light up again. Now that it’s lit up, it is not responding to touch at all. It still changes and moves according to whats on the screen but it doesn’t recognize my finger.

Ouch! Not good. Your system should still be covered under warranty, but time and virus outbreak could do you in. You’ll need to call Apple to first post a case (make sure you write down the case number, you’ll need it later). See if you can ship it to the repair depot as thats the only way you can get your system fixed at this point. Otherwise you’ll need to wait until Apple opens its Apple Stores and/or authorized service centers are opened. Apple will to a full uppercase replacement (under warranty), the other option paying for someone to fix this would be replacing the Touch Bar assembly alone. That requires a fail amount of disassembly and the needed part.
