Why Is My Ups Showing 68 Battery After Having Fully Charged Ups

I bought a 2nd hand UPS from Ebay, a Eaton 9130 Tower UPS 2000VA 1800Watt. It doesn’t charge more than 91% and after charger is disconnected, and unit is rebooted. It shows charge level 68%. What is wrong with my unit? I bought this 2nd hand from ebay for $200.

The battery if failing, time for a new battery. Lead Acid batteries just breakdown over time.
