Chosen Solution
When i captured the photo from my iphone 5s after 1-2 month photos become blur with exclamation mark at left buttom. When i click that it shows “CANNOT DOWNLOAD PHOTO there was an error downloading photo from your icloud photo library please try again " i haven’t shared any photo on icloud.there is no any photo in icloud. When i use wifi then the exclamation mark begins loading and photo becomes clear as original but when i zoom in the photo it does not seems to be clear
This is the setting called (optimizing iPhone storage) and you can turn this off by going into settings/Apple ID/iCloud/Photos/ then selecting (download and keep originals) will solve your blurred photos for offline use. However if you don’t mind using data optimizing photos and videos with free up space on your iPhone and you will always have the photos loaded when needed. For the groups of “WiFi junkies” keeping the originals is going to be the right choice in case of showing your photos and videos without needing WiFi. After dealing with long periods of time without WiFi myself, I prefer to optimize my iPhone
